Creating
a Tradition of Animal Protection - an Obligation
for a
Civilized Serbia-Montenegro
FIRST
RESOLUTION - FIRST STEP

Animal
protection and care are a significant feature of modern
societies.
The
level of civilization of a human society can be seen through its
attitude towards animals.
In relation to
other European countries, Serbia and Montenegro are greatly
delayed on this issue. Apart of Albania and Bosnia-Herzegovina,
we are the only member state of the Council of Europe without a
Law on Animal Protection, which results in a higher level of
animal mistreat. Tolerating cruelty to animals leads to ignoring
various behaviour patterns related to aggression towards humans,
psychopathological phenomena and domestic violence.
Deeply
convinced that Serbia-Montenegro have the obligation of creating
a tradition of animal protection, the 5th Annual Assembly of
ORCA proclaimed the
First
Resolution on Animal Protection in Serbia-Montenegro.
Through a number of precise suggestions for improving animal
protection in our country, this act appeals to the federal,
national and local legislative and executive authorities, to the
media, business companies, political parties, NGOs and finally
to all citizens.
With the invitation for a support, the Resolution has been
handed to the President of Serbia, President of the National
Assembly of Serbia, Serbian Prime Minister, President of
Montenegro, President of the Federation of Serbia-Montenegro,
President of the Federal Assembly of Serbia-Montenegro and to
other Federal and National authorities, media, business
companies, political parties and NGOs.
The Resolution has been so far supported by a number
